This award will be presented to a special Cub Leader annually. Elsie B. Collis was the Akela in 1st Brampton in 1942 and during the war she also served as Troop Scouter. In 1965, she was awarded the Order of the Silver Acorn by Governor General George Vanier in recognition of her 30 years of service to Scouting. She passed away in 1973. A memorial for her took the form of a cabinet which sits today at Brampton Scout House.

Procedure:
Any registered member of Scouting can submit the name of a Cub Leader for nomination of this award to the Honours and Awards Committee prior to the deadline date. The Honours and Awards Committee will select the person to be honoured.

Qualifications:
A member need not be a member of the District for an extended period of time. A nominee must be recommended for service of exceptional nature to the District. The aforementioned service shall be of such nature as to further good Scouting within the District and need not have covered an extended period of time.
